The interlock between revolutionary trends and development crisis in Third World countries is at its acme. Like the proverbial egg and chicken relationship, it is becoming more complex, day-in- day-out, to locate the cause-effect relationship between revolutionary uprisings and issues of non-performance of political power holders. Revolutionary leaders point to wanton successive regime failures in terms of unfulfilled electioneering campaign promises and attendant dearth of public goods and services as the justification for their insurgency, whilst political regime commanders blame revolutionary forces for their inability to implement their transformation agenda.
