Gas flaring, in spite of its stupendous economic waste on Nigeria\u2019s national economy (over N4 Trillion per annum) and its lethal impact\u00a0 on mankind, plant, animal and the entire environment, continues in the oil-rich Niger Delta region till date and increases along with the
\nincrease in crude oil production in spite of the 10% decline in gas flaring between 2005 and 2006; 20% decline in 2009; and about 30% decline in 2016, due to corresponding decline in oil production as a result of militant activities in the region (Eseduwo, 2010:2; James, 2007:17). Public policy-makers and regulatory agencies of Nigeria\u2019s oil industry are yet to come to grips with the potency of indigenous expertise input in understanding the economic waste and negative health impact of gas flaring. Gas flare-out deadlines have been shifting goal posts over the years viz: 1979-1984, 1985-2004, 2005-2008, 2009-2012, 2013-2016 and attendant failure of impact mitigation strategies in Nigeria. The implication is incessant gas flare regulatory policy failure. On the contrary, gas flare regulatory policies are successful in other countries like Norway, Venezuela, Britain, Canada, and so on. In Norway, gas reinjection technology is in place and it provides pressure maintenance, improves recovery of oil, and provides storage\/swing capacity (Norway Petroleum Directorate, 2010: 4). The Norwegian economics of gas reinjection also used 2-3% of gas as fuel to reinject and 15-25% of gas reinjected is left in the reservoir. And in Norway, associated CO2 is removed from the produced gas and reinjected into a storage reservoir (Norway Petroleum Directorate, 2010: 7-8). In Venezuela, the gas reinjection technology provides turbines and compressors. In 2010, GE Nuovo Pignone (a company in Venezuela) received a contract of approximately US$100 million to supply gas turbines and compressors to WILPRO Energy Services of Caracas, Venezuela for a new gas reinjection station being constructed in the Pirital oil fields of the State of Monagas, Eastern Venezuela. WILPRO is now a market leader for gas re-injection and refinery projects on a build-own-operate (BOO) basis in Venezuela (http:\/\/docs.google.com, accessed on September 9, 2010). And in Britain, the present practice is to convert the separated H2S into elemental sulfur through a well-known chemical conversion process and the acid gases
