Shelter falls under the physiological level of needs in the hierarchy of human needs, and as such, it is one of the determinants of life expectancy. Paradoxically, even the mentally deranged (insane) persons look for shelter to survive. Apparently, after food, shelter is the next compelling need of mankind as the insane persons did not crave for clothing and other human needs but basically food, shelter, and sex, probably. Housing delivery to the citizenry, therefore, requires to be socialized and placed at the front burner of all governments in the World. The Universal Declaration of Human Rights, Article 17 (i) also stated that, \u201ceveryone has the right to own a property alone as well as in association with others\u201d. No wonder, the United Nations also approved a Global Population and
\nHousing Census Programme in 2020, under the auspices of its Statistical Commission at the 46th Session and adopted by the United Nations Economic and Social Council in resolution E\/RES\/2015\/10 (UN, 2019:1). This underscores the fact that a population and housing survey is one of the primary sources of data required for formulating, implementing and monitoring policies and
\nprogrammes aimed at achieving inclusive socioeconomic development and environmental sustainability.
