Communication and Records constitute two integral processes of government administration which the Bayelsa State Government is not an exception.
\n\u2022 For effective communication to ensue, records must be created through minutes, memos, letters, documents, books, pamphlets, tapes, CDs, DVDs, MP3s, banners, photographs, and so on.
\n\u2022 And for purposes of transparency, accountability, effective planning, policy-making\/implementation, the records created must be reliable, accessible and properly managed to form institutional memories for public officers and the citizenry at all times. How can this be achieved by the Government and people of Bayelsa State?
\n\u2022 It is necessary, therefore, for the new Bayelsa State Executive Council Members and the Principal Officers of MDAs to not only understand the best practices of Communication and Records Management, but to also
\ncreate\/implement a roadmap for effective communication and records management in your offices. These are the fundamental issues this paper interrogates (see the learning objectives at p.2).
